Annotation tool, for online notes/pages (html)

I need advice on writing this applet,
Users of the tool should have there own files associated with various webpages -storing any annotations they have made to the original page(which remains unaltered). Where should this file be stored, locally or remotely, security matters etc.
I'm not sure of the restrictions applets incorporate, or the difficulty in connecting a server-client java app.
