This deserves to be moved to the Applets forum, but the short answer is:
Applets run inside a 'sandbox' that severly restricts their ability to do things. Operations that do anything to the local computer or try to do anything to any other computer from yours is almost completely disabled. You can use signed applets to authenticate your applets and give users the opportunity to volutarily let an applet have more access, but this (in my experience) is rare.
