Chinese Characters shown as square boxes on Java Console and applets

OS Advanced Server 2.1,
Platform - x86
JPI 1.4.2_01 and Netscape 7.1.
I login to the system using Traditional
chinese ( or change locale) and change Default Character encoding in Netscape to Big5.
If an applet is loaded in Netscape, only square boxes are shown at places where chinese characters are supposed to be shown. This happens for
korean and simplified chinese as well. Even the
java-plugin control panel shows square boxes.
Netscape itself is able to show chinese fonts if any URL having chinese content is opened.
The JPI is not able to get the proper fonts.
Any Idea as to why this is happening?
Is it a known problem or is
there any font setting required in JPI itself ?
