alternative text for hover buttons

I am trying to include alternative text for hover buttons on a site to make the buttons 508 compliant. The buttons are also hyperlinks to various other pages. I have downloaded a temporary screen reader to test the site, but the graphics/links are not being read. Troubles! If anyone can help -- it would be GREATLY appreciated. I have included some sample code below. This code was mostly created using FrontPage features by a coworker of mine. I am not very familiar with the world of Java either, but thought I would look into it. If there is another way to code this, I don't mind doing that either. Help? Thanks!

Were you envisioning something like this:

This is the swing version of the HTML 'alt' attribute.
