I just started messing around with applets and am not fully sure if this will answer your question, but, I think he was referring to how applets run in a security zone unless otherwise granted additional permissions.

Applets generally run in the presence of a security manager, as the links Graham posted explain. If the question hinges on the "version", I can't think what that might be. The security manager has evolved over time in successive Java versions, e.g. it introduced the concept of signing applets in Java 1.1, and the concept of Permissions in 1.2. But that would more properly be referred to as "applet security version", because the security manager (which is a class on the JDK) is only part of the applet security model (albeit a very important one).
