Encapsulation and better testing and higher reliability

Hi,
in the Masterexam there's a question about the benefits encapsulation and one of the answers is that it results in better testing and higher reliability. How exactly does encapsulation result in these?

That answer is still in the "Free Master Exam" that can be downloaded by owners of the book. Just because code is well encapsulated doesn't mean it will ever be tested, so it seems strange to state unequivocally that it results in better testing.
