Yes, although given that they two technoligies are orthognal, the answer doesn't mean much.
A better answer is that Jini was developed as a API to support dynamic networks. Bluetooth was developed as the network protocol for dynamic, short-range networks. Jini was designed with Bluetooth-like protocols in mind.
