how come sometimes when I view a certain thread it fits nicely into my window, and other times one line will go on forever without a carrige return forcing me to scroll left and right all day long? Is this because of the use of the code tags?

Code tag is a "pre" tag so if someone does not break a long line it will go on forever.

Typically, yes. If someone in the thread has included a really long line inside code tags, it forces the entire page to that width. Typically if we sheriffs see such a thing, we will try to edit the offending line so it's not so long. Next time you observe such problems, post a note to the thread in question asking one of us to fix the problem - we should be able to help.
