Hi!
Well I need help on Java Sound Tech. I need to know how to play a locally available wav file and how to play a message in the form of voice

For simple WAV files you can even use AudioClip. Don't be put off by the fact that it's in the java.applet package, and you need Applet.newAudioClip(URL) to get a reference - it's all available in regular applications as well:
