FileReader creates a file ?

I came across the following sentences in K&B in Chapter 6,
�Create a Reader or a Writer or a Stream. Specifically, create a FileReader, a FileWriter, a PrintWriter, a FileInputStream, or a FileOutputStream. Whenever you create an instance of one of these classes, you automatically create a file.�
I doubt any *Reader or *InputStream creates a file because the API says
they throw FileNotFoundException if there is no file.
