What is the purpose for the leagal identifiers in core java?.

It's a rule of how you can or can't name an identifier. I believe it has to start with _, $ or a letter and followed by numbers, letters or _ and you can't use keywords.

If you don't follow the rule, compiler will give you error and you can't run your program.

....and keywords are the words whose meaning is defined by the Java language itself. So, the compiler will not allow you to give them some other meaning of your choice. Identifiers are names whose meaning is given by you.
