Job Market in Northern Virginia -- A Slump?

I am SCJP2 and US citizen. I live in Northern Virginia and I have posted my curriculum vitae ( at www.hotjobs.com and www.headhunter.net ) for about one and half weeks.
I have received phone calls from many recruiters, but they have not been able to arrange a company to talk to me. And none of the companies in D.C. metro area has ever responded to my resume post.
People have been saying the Northern Virginia is the Silicon Vally in the East. My experience is that nothing is moving. Is it because companies are still in the Holidays mood (Christmas and New Year) and don't make their move until February? Or the job market is in a slump?
