where do I ask about java related topics that aren't on topic?

for example, yesterday I browsed jroller which is an apparently java based blogging site. From there I found what seems to be a free java server to test JSP, servlets, and other J2EE software. I short where do you ask about free java products, java related items that aren't neccesarily news, but do not have a preexisting forum?

Well, there's an "Other Java Products and Servers" forum for homeless commercial products, and "Other Open Source Projects" for... other open source projects. But in that specific case, it's a testing product, so it'd be right on topic in "Testing".
