hi, I have heard that in SCJP Cerfificate Persentage is not mentioned. pass is pass .Then how can we assure that a guy has got this much score in SCJP exam. He may use higher figure in his/her resume

Your credentials are always available with sun on demand. So you can never cheat.

Everything is a resume is potentially incorrect. That's why there are technical questions in an interview, to prove that a person knows what he claims he knows.
