Logging - how to read a different properties file  RSS feed

I'm just starting to use the logging API and I have two questions:
1) How can I get it to read the properties in my classes directory (with all other properties files) and not the one in JAVA_HOME/jre/lib?
2) I'm running this as a webapp and I'd like to be able to specify the location that the files are logged to within my webapp. I see that it can be set in the props file but that doesn't seem to do me any good.
Don't get me started about those stupid light bulbs.
