While I can get whether a user is logged in or not (via WrapperManager.getInteractiveUser()), for some reason when the user locks the windows desktop it still lists them as logged in and I can't find anything in the API to tell me it's locked. (By locked, I mean they pressed ctrl-alt-del and chose "Lock Computer")

Is there any way to do this?

That is because they are still logged in. Locking Windows doesn't log you out.

I don't think you can do this with Tanuki; mostly because I can't think of any way to do it in Windows.

It is sorta covered in the JavaRanch Style Guide.
