Charset missing  RSS feed

I have a MIME type as "text/plain" without charset value. When I try to use getContent() method
of MimeBodyPart, it gives me QPDecodeStream object instead of String. But if I use MIME type
as "text/plain" charset="UTF-8" then it gives String.
Now according to docs for MimeBodyPart, for MIME type as "text/plain", I should get
String object when I use getContent of MimeBodyPart...
So my question, is charset value required and if not specified, do we have to handle it ?
