I guess if you could say that certain industries prefer a specific language, and certain regions have a high concentration of certain industries, by extension you MAY be able to say that certain regions prefer certain languages. However that would be stretching it pretty thin. The within group variance between people in the same region using different types of languages is still probably equal to or greater than the between group differences of programmers from different regions using different languages.
