hi
I am creating API for creating , opening , deleting, files and directories.
i want to make very low level stuff not just wrapper around file class.
any information or source code is always welcomed .

Why reinvent the wheel? The File class already does what you say you want to do and it does it at a very low level.
Never the less, if you want to write your own API, I suggest you download the jdk1.3 source and look at the following classes.
The File class makes calls to the FileSystem class to access the file system for the operating system it is running on.
The FileSystem class uses native methods to do the file manipulations.
You could create your own API that calls native methods that you write in C.

Writing API always leads to deleting it in the end... personal experience.
