I need to read a input file which is basically like a log file from a server for a web site which is used by entering a username and password, so my program need to keep track of the time, login id and count of the particular login id, so the trace file should keep track of 06:00:27(time)----0001299933(login ID)---2 (# of logins)

The second part of the program is for every five minute increments starting from 06:00:00am to 10:00:00pm it should be able to read the trace file and print the login id with the highest number of logins.

Any help with how to approach this issue is appreciated.

Think about how you'd describe the problem in "structured English". Does this capture the problem? Does it bring any data structures to mind?
