You could send developers to the site for modification or hired local people. It depends on the length of the modification.
The proce of developers in India has risen fairly steadily for 15 years or so with no sign of stopping. That is another factor.
You could outsource to China or elsewhere for that matter.
Basically the recession will have to come to an end. Given how long this one has lasted I wouldn't be surprised if the end will be explosive rather than gradual. I've been through two so far. In 1983 we had explosive growth, but in the early 90's the change was gradual.
