Two solutions I can think of:

1.
Jakarta provide an open-source API, called POI.
See: http://jakarta.apache.org/poi/
I can't guarantee it supports each and every Excel feature (i only used it for simple sheets). But it might be worth a try.

2.
One of my co-workers tells me that for very simple cases (no formulas, etc), you might generate a simple html table, and Excel should be able to open it. Admittedly I haven't tried it myself.

If you look into POI, also try the 3.0 alpha 2, which has many improvements over the last released version (2.5.1.)

Another option would be jExcelApi (on SourceForge).

I haven't used either of them for charts, so I'm not sure they support them.
