Whats the fair salary for a Java Developer:
Each individual is unique and they will have the following some of attributes from each of the below blocks. Can anyone just quote a fair price for entry level java developer to a Java Expert.

Block1 :
Years of Industry Experience:
1-2
2-3
3-4
4-5
5-6
7-8
8-9
9-10
Block2 :
Years of Java Experience:
1-2
2-3

Block 3:
Sun Certified Java Programmer.
Sun Certified WebComponent Developer.
Sun Certified Enterprise Architect.
Block4 :
Masters in Computer Science.
Masters in Electrical Engineering.
Masters in Communication.
MBA from an average university.
MBA from an Top 10 university.
Masters in Some other Field.

Block5:
Bachelors in Civil Engineering
Bachelors in Electrical Engineering
Bachelors in Business Administration
Bachelors in Some other Field.

Personally, I think the blocks are looking at the wrong aspect. Just off the top of my head, I probably judge people on:
Intelligence:
First it foremost. Give me a smart person, s/he can learn what is needed.
Degree:
a) non-CS
b) BS EE/CS (minor/major school)
c) Masters EE/CS (minor/major school)
d) PhD EE/CS (minor/major school)
IT Experience
Some formula weighting years of experience against job complexity. I've seen people do interesting work, and I've seen people work as a trained monkey. They are not equivalent. By looking at past projects on a resume and/or during the interview, I can judge how to weight the experience.
Industry Experience:
Again, some formula looking at what relevant experience the candidate has to my application/domain. If I'm building medical applications, that type of experience does give someone an egde, although it's not critical.
Communication Skills:
I don't know what scale you would use, but this weights heavily in my judgement of people.
Professional Maturity:
This often correlated to experience and communication, but not always. Is this a person who will be ok, if I'm out sick for a week? Will this person know to alert me to a potential problem one month before hand, or only to impending problems 2 hours before it is inevitable?
If the person is intelligent and strong in the last two categories, that, to me, outweight most of the others.

Hi,
I think he picking the blocks from the merit system which run by government sector. Want a raise or promotion, need to show an additional credentials. Even the bloke is nothing more than a parakeet. Thus, I not so sure about federal systems.
