feasiblity of accessing usb devices from Java via jusb or icaste on WinXP/vista  RSS feed

I'm been tasked at writing a windows application that among other things must be able to read/write from usb and serial peripherals on the PC. I have been investigating the possibility of using Java. I know I can probably get the serial functionality from Rxtx but I am unsure about USB-support. JUSB makes me nervous because of the lack of recent development and support available for it. The website also very candidly states that windows support is alpha quality (and that was as of 2003). Has anyone had any experience with it?
http://www.icaste.com/jcommusb.htm seems promising but I am unsure what they mean about per-seat licensing for an API???

Does anyone have any experience with this? Am I better off sticking with a pure windows language like C# or maybe Python?
