Hi Ted,
India have to do it if she wanted to compete against the other two majors outsourcing hotspots such as Russia and China. I picked up these two countries from Fortune magazine latest edition.

The offshore companies have to interface with the local customers. They want to set up near shore because of the pressure to restrict H1-B and L-1 visa holders. The distance and the time difference makes it hard for off shores to compete with the natives.
The visa programs are a subsidy to the industry at labor's expense. Don't take my word for it, ask Milton Friedman.
