How do you access external file from a J2EE container?  RSS feed

Here is my dilemma:

I would like a file to be placed on the local server (in a directory structure). This file is modified constantly by users and I would like my POJOs that are deployed in JBOSS server to be able to access this file. Furthermore, I would like to use a resource bundle because this file is locale specific.

Here are my questions:
1) What is the proper way of using resource bundle to access an external file?
