I get this error when I use jsp:useBean with a class without a package ( actually I was testing a code from Wrox and their jsp:useBean's class attribute was not packaged ) I solved it by putting in a package.
I have jdk1.4 release candidate.
where can I find more info about tools.javac.Main ? ( JLS ? )

I get this error when I use jsp:useBean with a class without a package

ooohh! beans without packages....
When you create bean classes without putting them in packages, then the server (generally speaking not sure how Tomcat does) will look for the class file in the same package of the generated servlet. It is NOT necessary that the server should look for the no package bean class in the WEB-INF/classes directory of your webapp.
This is the explanation acc to More Servlets and JSP. Just finished reading so this is still fresh in my mind.
Hence the unexpected exceptions/warnings/errors.

See also this URL - sounds relevant in view of the poster's note that he/she is using J2SDK v1.4:
