HOW TO STORE HTML VALUES IN CLIENT MACHINE

Hi,
Iam developing a web site which has lot of html forms to fill which is very time consuming,so i want to make it a easy by bundling all the forms and asking the user to download it and fill it offline and when the user connects to internet my application shall automatically connect to my server and put the html in the database.
could any body tell me how to do this and what are the tools or software which will help me in doing this

This doesn't sound like a very good idea. If I had to fill out a bunch of forms I'd rather do it right from a webpage. Thats much easier than downloading your program, installing it, filling out some forms, then getting back on the internet, and connecting to your server using your API. Then uninstalling your application.
Although, my opinion could be changed if I had a better understanding of why you want to make this 100 times more complicated than it has to be.
