A bit of political satire in the Toons Section in the Archives.
It shows the U.S. Economy before : with a white American falling through free space.
The U.S. Economy after the latest-rate cut : with a turbaned person falling through free space
Any US citizens understand the meaning ?
What's the latest rate cut ?

I am not sure that's a turban. He seems to have added a goatee too.
There is an organization here in the US called the Federal Reserve. They act as a bank's bank, among other things. They set the rate for which banks lend banks money. This rate has a lot of influence on short term interest rates. They have cut this rate something like a whopping 13 times since Bush took office. The rate is at its lowest level since Eisenhower was president in the 50's.
Perhaps in the cartoon the artist has tried to show the economy is still in free fall and things have gone from yellow to red. We have our terrorism alert levels which go from low ( green ) to high ( red ).

Reminds me of a classic political cartoon from the Reagan years (1984 I think). Reagan is riding a balloon upwards and offloading ballast. The ballast was a stereotypical economist complete with glasses and an astonished look in his eye.....

It doesn't make a helluva amount of sense to me. Presumably the huge deficit will blow the US economy out of the recession and result in a lot of hiring. But that has little to do with throwing turbanned people (presumably Indians) into free-fall. The only thing which could do that are some famous 'train-wrecks' among offshoring projects.
Such train-wrecks have been predicted by off-shoring analysts but I don't believe too many have actually hit home as yet.

Actually, it appears to me to be a skydiving helmet.
No parachute, though
Beyond that, it doesn't make a whole lot of sense.
Offshoring has gotten some cartoon attention lately. A very pointed one in Doonesbury just this last Sunday (2003-09-22) showing a completely shuttered storefront.
