using central european characters with tomcat

I have to use central european characters with tomcat. I know a site that does that ( They declare in the <head> part of the html as content type:
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-2">
I try the same thing in my site but it does not work until I change the encoding from my browser.
Can this be done by tomcat?
Can I tell tomcat what encoding to have?
I'm using central european characters, but I'm sure it's the same thing with cyrillic etc.
