How-to send special characters with forms?  RSS feed

I am using JSP to create an international webpage, my data source (xml) is UTF-8 encoded. That work�s fine.
Unfortunately, if someone fills in a form with special characters (vocals with accents, the spanish n-tilde, special german letters, ...) the characters aren�t stored in the xml-database as they should be.
Can I encode characters before they are sent over a form and decode them before I store them?
It would be great if you can help me,
