Hello,
any one pls tell me free best tool for JSP development and my target server is WebSphere3.5

NetBeans (www.netbeans.org):
I have been using it for about two years now and it blows the others out of the water.

I prefer Netbeans. I share Chris' enthusiasm. Also, watch out for the next release, v.3.5. The 3.5 "nightly build" version has a smaller memory footprint, and is lightning fast.
