JSP Configuration Problem - Not Compiling  RSS feed

Hi, I'm hoping someone can help me out.
I have IIS and Websphere installed.
It will handle *.jsp pages but doesn't seem to compile them.
eg.
<HTML>
<BODY>
time <%= new java.util.Date() %> Friday
</BODY>
</HTML>
Will display:
time Friday
CLASSPATH=c:\jdk1.3.1_07\lib
which i think might be the problem.
There are allot of jar files, what ones need to be in the CLASSPATH for jsp to work?

When you view the web page, right click and select "view source" (this is for IE, may be different for your browser). Check to see if your <%= ... %> tags are in the source - if they are, JSP is not being processed, and your browser thinks they are invalid HTML tags and doesn't display what's inside.
if this is the case, it isn't a classpath problem. check your webserver/appserver docs on how to hand off the JSP processing from the web server to the app server.

The tags are in the source. So JSP is not being processed.
Is there any way to check to see if the issue is on the IIS side or Websphere side?
because there is at least a weeks worth of documentions for both products.
