Oracle JspParseException  RSS feed

I am trying to upgrade to OC4J 9.0.3 from an earlier version and things that worked in the 9.0.x version are no longer working. I am getting the following error when I try to get to the login page that references a taglib. It looks like the taglib won't parse using the parserv2.jar that came with 9.0.3, but I'm not sure. Please help...I'm coming close to pulling my hair out!
Error from the JSP output:
OracleJSP: oracle.jsp.parse.JspParseException: Line # 68, <%@ taglib uri="/WEB-INF/tlds/taglib.tld" prefix="j2ee" %>
Error: oracle.xml.parser.v2.XMLParseException ( /sdr_index.jsp ):
line #:5 column #:2 : Expected name instead of !.
line #:5 column #:2 : Expected name instead of !.
line #:5 column #:2 : '=' missing in attribute.
line #:5 column #:3 : Attribute value should start with quote.
This is the error on my OC4J window:
<Line 5, Column 2>: XML-0201: (Fatal Error) Expected name instead of !.

<Line 5, Column 2>: XML-0122: (Fatal Error) '=' missing in attribute.
<Line 5, Column 3>: XML-0125: (Fatal Error) Attribute value should start with quote.
This is the beginning of the taglib.tld that it's trying to parse. It used to be valid!
