JSTL - why can't I set param property?

I'm just starting to learn JSTL and the Expression Language.
My JSP looks like this:

When I run it, I get:
org.apache.jasper.JasperException: Invalid property in <set>: "b"
Since "param" exists by default and is a Map, why can't I set a property in it?
