1) TIMESTAMP on jsp page and jsp compiled servlet  RSS feed

How does jsp engine know that jsp got changed and it is to be again compiled or it is the recent one?

Could someone help me to understand the concept of JSP pages are compiled first time or at the time of changes made on JSP Page and no need of compilation for every request for the same JSP page?
Could please explain the concept of timestamp on JSP page?
