charset encoding does not work

Can somebody explain what's wrong with this picture?
Here is part of my JSP

Why the charset in response ALLWAYS is set to ISO-8859-1 ?
I force my browser to show me desired encoding, but Tomcat responds with wrong encoding and browser fails back to ISO-8859-1
I am using Tomcat 4.1.27
Even locale in response is right, but encoding wrong
