Exception handling internationalization in multiple client environment?

I really need your help about the exception handling in a multiple client environemnt.
Basically, on the server side, we have got a bunch of classes as our libraries. Inside the clases, we throw exceptions, which needs to be internationalized. We hope we could pick the right locale based on the web-client. And then use the locale to pick the right string. The problem our classes are in a lower level, which does not have access to the locale picked from client side. Although we could do that, but it's nasty solution. Out client side is dhtml with javascript in it. Locale is picked up from somewhere there.
How do you guys deal with that? It seems it's quite common.
