Change in H1-B laws

The changes means 'H-1B dependant' companies are no longer required to attest that they sought US workers before applying for another H-1B visa. "

How did this change get made with so little noise? I read the news quite regularly and didn't hear of this until recently (last week).
And what is an H-1B dependant company?

According to the same article:

Organizations with at least 51 full-time employees in the US were defined as H-1B dependent if 15 per cent or more of their workers were holders of that visa.

Hi,
Is India Times a subsidiary of Times Magazine? I keep see ranchers point a reference into it everytime Indian issue occur. It may be on the same level of Newsweek magazine. The type of magazine you read while waiting at the grocery store or at the airport but decide to purchase other magazine instead like Playboy or etc. Come on, Friday morning in US lighten-up.
Law could be changed, if you don't like it... terminate your elected official.
