Easiest Type of Login Feature ?

What is the simplest, easiest way to create a non-secure login?
I need to be able to update the list of active users quickly and easily.
What approach do you recommend?

Possibly Basic authentication enforced by htpassword in Apache running on Linux. There may be Windows ports, but I haven't used them. It suffers a little in managing users, but otherwise you start getting into Basic authentication supported by the container (which requires more configuartion) or form-based authentication with a database or LDAP back-end which is my favourite, but takes a bit of work to get up and running.

OK. So I just happen to be running Apache on Linux. I'll look into that.
Is there a way to just add/remove users from a text file?
Something simple, like:
username=password

that's basically how they're storred in the .htaccess file in Linux, but the password is hashed so you can't undo it.
