configuring custom tag

I am learning custom tags and got an example tag from servletsuite.com. The example has a jar file and a tld file. I put all files in /WEB-INF/tag directory but when try run execute web page I get:

What exectly is the problem?

It probably means that an iterate tag is not defined in the tld file.
Out of band comment: if you are going to invest mindshare in general purpose tags, I'd focus on the JSTL (JSP Standard Tag Library) rather than a 3rd party library.
