Setting up a filter without using a servlet  RSS feed

I've got a simple jsp page that spits out different text, depending on your preferred language setting in the browser. It uses JSTL.

I've come across a filter that was with Tomcat4, which sets the default request and response encodings to UTF8. I don't have a servlet though and can't figure out how to tell tomcat to run the filter for all requests.

What do I need to do?

I've never done this, but have you tried a filter mapping of "/"?
