To have a statement like <jsp:useBean> do I need to have my bean class in a package?

class="package.class" |
type="package.class" |
class="package.class" type="package.class" |
beanName="{package.class | <%= expression %>}" type="package.class"

It should let me have a bean class without a package. Could someone explain me why I need to put in a package always?

Yes, it has to be in a package. Otherwise, the class loader may not be able to find the class.
