url encoding with parameters

Hi,

When I use urlencoding to request a call to a servlet the parameter that I have included in the call is not being recognised by the servlet.
If I do not use urlencoding then the parameter is recognised.
This is the format of the call and the result of encoding the url

URL = response.encodeURL("/progname") + "?parameter=" + variable;

The variable URL resolves to
/progname;jsessionid=0000O5NCE1VXVZJU4YV050D4DJA:-1?parameter=45401

and the call is made using...
<META HTTP-EQUIV="REFRESH" CONTENT="10 URL=<%=URL%>"



Could anybody advise me what I am doing wrong please.

How about doing something like
