I'm looking for quantifiable criteria to determine when/if a web/database application should use SOAP as apposed to direct request/response processing in the JSP application. I'm thinking there is additional overhead in development in having to design/develop/populate the SOAP messages. Also it seems that there is additional maintenance costs. Is there any payback such as greater security or more maintainable?

What is your user population? The only reason to implement as a web service with SOAP is if your users want to be able to access the data that way. Bill
