Double byte hyphen entered in jsp changes to question mark (?)

Our application is using Struts 1.0. The jsp page which has character encoding SHIFT_JIS has a field which can accept japanese double byte characters. In that field if i enter double byte hyphen it gets converted to question mark(?). Rest all other double byte characters are accepted properly except the double byte hyphen.

Has anybody encountered this issue earlier? if so can anybody suggest any workaround solution for this.

P.S: We cannot change our encoding to UTF-8.
