Waht is the difference on declaring the taglibs in this 2 ways:

<%@ taglib uri="/WEB-INF/struts-bean.tld" prefix="bean" %>

<%@ taglib uri="http://jakarta.apache.org/struts/tags-html" prefix="html"%>

In general wich way is better to use and why?

Not mean the difference between html tag and bean tag, my problem is the path of the URI , one local and one general...

In one, you are specifying a hard pointer to a file. In the other (preferred) you are specifying the URI of the TLD which can be anywhere in the folder hierarchy under WEB-INF.
