How to make Multilingual App?

We are developing an application initially in English language only, but later on it has to be a multilingual.

We are using Java / JSP / Servlet / Sun Application Server / Oracle 10g.

Is there any specifications or tutorial that help use to understand how multilingual works in Java?

What design consideration we should have for multilingual application?

That's exactly what the fmt tags of the JSTL are for,
