why dont we describe jsp in web.xml as we do in servlets?

You can.

The servlet entry can have either a servlet-class element or a jsp-file entry.
Doing so allows you to create servlet-mappings to your JSPs.
It also alows you to create servlet init-params for them.
 
With a little knowledge, a cast iron skillet is non-stick and lasts a lifetime.
