When designing a Web Menu (Left hand navigation menu), where is the best place to store the structure?

My menu object would have a Title, a link and a parent menu reference if a child menu. It is primarily static, i.e, not expecting much changes.

I am not very comfortable placing a jsp link information in the database as that is primarily presentation information. Storing the menu structure without the link but associating the menu with a link externally might be one option. An XML Menu definition structure sounds more cleaner to me.

I was wondering if some of you web experts can provide me some guidance based on your experiences on where to store this kind of information, i.e., database Vs. XML(Properties file) etc?
